Google gave me
http://www.microsoft.com/windows/virtual-pc/

I pressed the 'Get Windows XP Mode and Windows Virtual PC now" button

On Step 3 selected Home Premium 32 bit and English

Saw error message"

"You are not eligible to download Windows XP Mode. You must have Windows 7
Professional, Enterprise, or Ultimate to run Windows XP Mode. To upgrade
visit Windows 7 Anytime Upgrade"

Well, to be fair, if you select anything other than Ultimate or Pro,
you get denied access to WinVPC from that page, since they're checking
for XPMode licensing first.
