The responder you are replying to is using Outlook Express as his newsreader.
It leaves an NNTP news link to the Message-ID of the message he is replying to
(which, as you can see, also has happened with your Message-ID as the first line of
my reply.) news: links are not meant to be interpreted as HTTP URLs.
If you are already configured to read news with a news server which carries
the newsgroup that the message was posted to and if the message is still
archived there you could actually copy the news: link as is, paste it into
your IE Address bar and press Enter.
In fact, provided OE is installed and configured as the default news reader
you don't even need to have created a news account in it to use it.
For example, here is the link to you were trying to use coded to
direct OE to open the Message-ID on an MS news server:
news://msnews.microsoft.com/1CC0FED0...@microsoft.com

You would do much better searching for Answered Questions
or Threads with (really) helpful posts. Unfortunately since many
answers do not get voted on such posts may not be found that way.
Instead one practical approach is to set up your search as accurately
as possible and then tack on MVP at the end.
It's doubly unfortunate that posters vote this way because what ends
up happening is that useless threads like this end up being retained
longer than they otherwise might while threads with really useful
information in them get aged out of the archive just as if there was
nothing of interest or of value in them.
