I do it, or something very-like, though it may seem like a
work-around-the-quirks.
I have all my email accounts to not be included when receiving or syncing.
Then clicking the sync button (w/o selecting an account) just sends stuff
(mail or usenet msgs) from the outbox.
Anyway, it works for me.
However, I'm not sure how you would receive-only, not send if you sync a
particular account; I try to remember to put things in the drafts folder so
I don't send unintentionally (before proofing & reviewing) but I'm not
always too good about that.

I have good reasons why I do NOT want the send-all out-box AND
fetch-all from my pop-server automatically, like <sync> apparently
