Windows Live Mail should open a Compose Window with the image inserted as a Photo Album, which can be selected to reveal the Format tab - where there is an option (paperclip icon) to Attach the image file. However, you need to be signed into WLMail with a Windows Live ID to be able to convert this Photo Album into an Attachment.
Note that you can also manually open a WLMail compose window and drag an image file onto the body of the compose window. In Windows Live Mail 2011, if the option '[ ] Convert messages to photo emails when adding photos' is unchecked at Options->Mail...->Compose [tab], an image file that you drag-and-drop onto a Compose Window is immediately 'attached'. However, if '[x] Convert messages to photo emails when adding photos' is checked, an image file that you drag-and-drop onto a Compose Window is inserted into the message body as a 'Single Photo'.
