In ActiveSync on the desktop, go to Tools -> Options, click on
Settings, and clear all settings, then uncheck "Enable synchronization
with a server". Disconnect. On the device, go to Start -> ActiveSync,
Tools -> Options, Server tab, and ensure that everything is blank, and
tap on OK. Then try and reconnect.

I'm not really speaking from a security stand point. What I am mostly
refering to recpvering the Document Management Emails templates that were
originally assigned to the old users are now not available the the new users
accounts. So what I really need is the ability to either merge the old
document management templates from the old user accounts to the new user
accounts.

Any chance this exists?
