You need a specialized router for this.

Google "hotspot gateway"

Not so sure about the router but your friend must be willing to turn
his/her small business into a PUBLIC WiFi spot akin to a hospital or
public library though.

If they're not willing to do that, then they can forget about being able
to change the start pages on the wireless devices of their patrons as
the patrons will have their own bandwidth via 3G/4G.
