It's referring to a Windows Update-related software update. If you want
Windows Update and/or Automatic Updates to work, you'll need to install the
update. [Yes, it's not very transparant, is it?]

Definitely not.
Normally the publisher is Microsoft something signed by Microsoft signing
authority which is in terms singed by GTE something but this time it is by
Microsoft Windows Verification Intermediate PCA

Hence I found it suspect.
