1400 was set to "0" for all users on the machine. (I have 4). So that
was not the problem, but when I ran the registration commands (regsvr32)
they fix the problem for 3 out of 4 of my users. The sidebar came up
correctly and IE scripting was activated again.

a problem with the 4th user (standard user). Even when I ran the
registration command of the "dlls" the sidebar and scripting was not fixed.
Is there any other "dlls" that need to be re-registered that I have not
done? One other thing you forgot to mention was that you have to restart the
machine for the re-registrations to take effect.
Anyway you should document this fix because I have not seen it any where
else on the web. I still don't know why it didn't work for the 4th user
though.

See if this helps:
Click Start, type regedit.exe and press ENTER
Navigate to the following branch:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet
Settings\Zones\0
Make sure that the value data for "1400" is set to 0 (dword:00000000)
Close Regedit.exe
If that above is already set to "0" and yet the problem persists, follow
these steps:
Click Start, click All Programs, click Accessories, right-click Command
Prompt, and then click Run as administrator.
Run these commands one by one and press {ENTER} after each command:
regsvr32 scrrun.dll
regsvr32 jscript.dll
regsvr32 msxml3.dll
