I have a similar problem The "progress bars" screen takes forever after
getting the latest updates. I have ATI Catalyst too but I don't think that's
the issue.I tried disabling startup items but that doesn't seem to help.

slow boots in XP are sometimes caused by network trouble. Searching for
computers no longer on the LAN. or DNS IP address problems. try booting with
no network. (unplug the LAN cable if applicable)

Tried, same thing.
In safe mode it's kinda the same thing too...
