In SBS, that's due to the logon script. Read the following for more info.

SBS - The Exchange Server Account Gets Set as the Default Account

The registry changes are on the client side, not server, because it's
controlling Outlook on the client.

Honestly, I would never mix an Exchange and POP account. I would use my
Exchange server and although I do not like the POP3 connector, I would use
that to pull mail from the ISP to Exchange, which will populate the
mailboxes.

What you are seeing wtih the queues is that it may be getting hung up
because you are trying to send from a different account that was meant to go
to the POP3 server (whatever it is) but Exchange doesn't recognize the
"from" address. Try having your users manually select the POP account to use
instead of the Exchange account, prior to hitting the Send button.

If you ask me, the issue with Outlook having an Exchange and some other
account, has always been problematic. Outlook will always default to the
Exchange account. Outlook was built to use Exchange first, if an Exchange
account exists. I've seen this in non-SBS installations, too.

Just a suggestion, I would plan on using your Exchange server for
everything.

If mail is not to be delivered directly to the SBS server, why not set up
the POP Connector to retrieve mail from the ISP? Then the mail will be
handed off to Exchange for delivery to the user's Exchange mailbox. Only
one mailbox would be required per user - the Exchange mailbox.

I agree the POP connector seems to be the better alternative.
