There seems to be some issue with getting sp2 offered by WU for Vista x64.

See recent threads in microsoft.public.windowsupdate with the following
subjects:
Vista SP2 Not Offered
KB 954430 keeps installing KB954430

You're not alone with this issue of SP2 not being offered to Vista SP1
