Strange behaviour if that's what you typically get; ie a reboot doesn't fix
it. You sometimes get that behaviour if a particular program has 'crashed'
ie has stopped functioning correctly.
Otherwise the only thing I can think is that your mouse click for whatever
reason isn't actually considered to be hitting those taskbar items, so a
click is merely activating the taskbar itself. Possibly an atypical
combination of screen resolution, font choice, DPI settings might be
responsible, but admittedly that's a bit of longshot.
(NB 'Screens' , if I've understood you correctly are more commonly referred
to as 'windows')
