Ah interesting. Unfortunately (and to address your other post), I personally don't have my
experience/knowledge of this feature as its run by a different company in my locale and I
have no way of signing up without a billing address in a telefonica region.
However having dealt with other people with similar issues in the past, if seems if you
contact Microsoft, they'll direct you to Telefonica - and vice versa. As such, I can't
really say this is a great VOIP solution - personally I use Skype for outbound calls.
