Anyone or anything (user or device) that accesses resources on a server
(files, printers, etc) needs a CAL.

If you have a W2003 Terminal Services box you need one of these for each
human or each device/computer that will access it.

Yes, if you have TS you have to buy TS CALs in addition to regular Windows
CALs.
