I think the first and the last suggestion on testing GC functionality
are the best ones. If you can find it in DNS and you can connect through
LDAP port 3268 (and then search for foreign domain NCs), it is safe to work.

I don't think it really matters to ensure GC connectivity for a metadata cleanup, although I understand you probably want to do it "just to make sure." Metadata cleanups are to remove defunct, crashed DCs. GC access is based on DNS lookups, and if the old info is still in DNS, then all machines will try to connect to it. See my response in DNS group answering all your questions related to this post.
