Base on the situation, I suggest we try the third party Atomic Clock Sync
to test this issue.

Please try to use this software to sync the clock.
At same time, I suggest you do a Windows Repair to check system files.
Also, could you please help me collect System Information? I will try to
build a similar test environment to reproduce the problem.
How to collect System Information:

1. Click the "Start" menu, type "MSINFO32" in the Search Bar and press
Enter to start System Information.
2. On the popup window, on the menu bar, click "File", and click "Save",
type a file name and then choose NFO as "Save as type", click ¡°Desktop¡±
on the left pane, and click Save.
Please upload the file to Skydrive and let me know URL.
BTW, in order to troubleshoot the issue clearly, could you please discuss
