It's easy to check their login time, and it really has nothing to do
with their VPN, but, as with your request, just because they logon
doesn't mean they are doing any work.
Add a Logon/Logoff batch file to the users logon's, in group policy,
that writes the start date/time, computer name, etc... to a text file
each time anyone logs into the workstations. You need to setup a hidden
share and use the UNC path, but we do it all the time. We also have a
script that runs at midnight, actually 11:59, that emails the log to
select people and then deletes the old log, renames the current log to
activity_log_old.txt and starts the process over.
