The problem is as follows.
Use the Toshiba Bluetooth stack and there is no issue.
To use the windows (MS) stack you have to uninstall the Toshiba stack.
If the Toshiba stack is uninstalled (or I suspect in your case) never
installed there is now a conditition where no power is supplied to the device.
To deploy the MS Stack Toshiba provides a file called BT Monitor (Vista
version is BT Monitor 3)
All the monitor does is applies power to the USB device at which point the
MS Stack is automatically deployed.
Remove BT Monitor 3 and reboot before reinstalling Toshiba stack. Never have
both the Toshiba BT Stack and the BT Monitor 3 loaded at the same time. Some
weird **** happens if this is the case
