If it isn't a Group Policy set on your system (is this a work PC on a domain?),
then something is broken on your system.
The idea of forcing an upgrade is that the old beta is no longer supported and
must be disabled.

I agree something isn't right on my system - and yes it's on a work domain -
but my laptop is on the same domain and doesn't have the same problem. For
some reason Messenger has decided that I do not have the rights to remove or
modify the install on one system, where as the other is as happy as it always
has been.

I'll have to dig a little deeper in the group policy stuff - but it would be
beneficial if Messenger did a better job of saying exactly why it was failing
(if only in the log)

(The forced beta thing is fine - but if it fails to install for some reason
after saying yes - it's a shame I can't keep using the old one)

OK, I figured this out - did some searching on the message Control Panel was
giving me about the installation be forbidden. Something - and I'm not sure
what set a flag in the registry under
HKLM\SOFTWARE\Policies\Microsoft\Windows\Installer , DisableMSI to 2.

After changing it back to 0, Messenger worked again and I was able to
update. I wish MSI, or Messenger could do a better job of identifying that
MSI was disabled instead of giving a garbage message about Admin rights.

The annoying part is that this flag does seem to show up anywhere in the
Admin UI. If it does, I'd love to know where.
