"Due to regulation" means that you are not allowed to use the site
because your policy settings are set to not allow the user to update.
See HKLU\software\microsoft\windows\currentversion\pol icies\explorer.
If the the "NoWindowsUpdate" key ios set to "1", you will get that
error message. Change it to a "0" and it should work.
