Why would you expect to find it in the Updates list?

What do you mean by "manually downloaded"?

How many did it find? (There's 10 possible packages.)
What's the status of the update(s) you did find? Double click on the entry
in the Search List and an Updates Report will be run showing the details of
the selected update. Note that the Search function scans the entire update
listing, without regard for the currently applied filters, so it will also
find Declined updates, even if you're filtering on "Any Except Declined".
You could also turn on the "KB Article" column of the All Updates view, and
sort on the KB number descending, which should make any entries for 951847
very easy to find.

Perhaps the update has been Declined? (Given that you set the filter for Any

The answer to this question is really dependent on the answer to why you're
not finding it in the list to begin with.
Obviously it's in the database. I'm not sure what "seek" methods you were
using in the All Updates/Any Except Declined, but there's potentially a few
thousand in that list, so simply eyeballing it by title is probably not that
reliable -- although sorting by Update Title it should pop right up under
"Microsoft .NET Framework 3.5".
