Had similar results in Windows XP. Uninstalled .Net Framework 2.0, then
reinstalled. KB917283 then installed ok.

Updated a bit for clarity (or add to confusion).

The Security Update for Microsoft .NET Framework, Version 2.0 (KB917283)
continues to fail with MS Update/OneCare, with OneCare continuing to pop-up
updates required. The same situation occurs without OneCare installed.

It seems to be caused by (many) people never updated the framework 2.0
(FEB06) or reinstalled a SDK and MS seemingly has not caught it through
automatic updates.

Thus far the fix appears to be (10 sucessful updates):

1:Turn automatic updates off.

2: Download .NET 2.0 (for 32-Bit) at this link:
http://www.microsoft.com/downloads/d...displaylang=en

Note:Some ATI VGA users may need to disable/exit the Catalyst Control Center
(which uses .NET) before updating the framework. We ran into one machine that
had this situation.

OR

2a: Download .NET 2.0 (for 64-Bit) at this link:
http://www.microsoft.com/downloads/d...displaylang=en
We have not seen a problem with XP 64-Bit but for completeness...

3: Uninstall Microsoft .NET Framework, Version 2.0 and reboot.

4: Install Microsoft .NET Framework, Version 2.0 (for 32-bit: dotnetfx.exe
3/22/2006) or (for 64-bit: NetFx64.exe 3/30/2006) and reboot.

5: Then run MS Update (and install KB917283) then reboot.

6: Turn automatic updates on (assuming that is your preference).

This appears to clear up the situation. I hope this helps you.

There's a rather easy solution to this (at least in my case):

[optional] Download the update seperately (or copy it from the
softwaredistribution folder if you already ran windows update automatic
download)
Disable Antivirus software
Disable Firewall Software
Disable anti spyware software
-> run update (either manually or through windowsupdate - only tested 1st
option)
-> done

Yes LordVan insuring that the AV/Firewall software allows an update is
important! What we have ran into (alot) in a number of gaming communities is
the .NET 2.0 was not the MS FEB06 release on their PC's. I have seen issues
(corrupted .NET) from reinstalling/overwriting .NET framework; including VGA
Card install discs and a couple outdated download sites (not MS). For
whatever reason... MS seemingly has not caught it through automatic updates.
To correct the situation is to completely uninstall v2.0 and reinstall it.
KB917283 apparently needs to the FEB06 .NET update to install.

I might add that the Windows Live Safety Center is a new, free service
designed to help ensure the health of your PC.

You might run the Free Full Service Scan to clean up the registry before
reinstalling .NET 2.0...

No, please don't!! That so-called registry "cleaner" has caused more
Windows Update problems than it has cured. Stay well away from ALL registry
cleaners.

Hi Robin, as a rule I am very cautious about "Reg Cleaners." I would love to
hear more on this one with WindowsLive and any hassles. I have not heard of
any (yet) with XP, but I am usually busy with drivers (work). Maybe a new
thread?

Except the "Cleaner" listed below is specific to the .net Framework 2
removal:

It should run after you remove .net Framework 2 otherwise you may have
issues when you try to re-install .net Framework 2

The Windows Live Safety Center has been known to damage the registry so that
no future Office updates will install. This is one of the reasons you see
so many complaints here that Office updates will not install.

Thanks Robin. I was "assuming" they had corrected that issue a couple weeks
back (also assuming there was not a WGA hassle involved).
