Just a shot in the dark - but try the free DJLizard program called DialAFix
to reregister all the Windows Update stuff.
Doesn't hurt to try
Dial-a-Fix, will sort out your download prob.and
some others if you need,.....
Go ahead and download Dial-a-Fix.

Scroll down about 2/3 of the way to Download Dial-ª-fix
Reboot into safe mºde (F-8)
Click the green checkmark and click Go.
After it has finished,
Reboot
Can you go to Windows Update, select Express (Get high-priority updates),
and apply all offered updates
