In this context, the word "needed" means "could be installed but isn't". In
other words, approval is not taken into consideration.

Approval _is_ taken into consideration, in that Declined updates are
excluded from the count - but the count does include "Approved" and "Not
Approved". Add a mental "(yet)" onto the end of "Not Approved", and it
makes more sense.
