You will need to use windows explorer and remove the Desktop icons from the
C:\Users\Public\Desktop folder and then copy each of the desired icons into
each individual user desktops. Any icon in the C:\Users\Public\Desktop
folder will appear on every user's desktop, while the ones in the user's own
desktop folder will only appear for that one user.
