The registry entry is corrupt or your userinit.exe file is trashed.

If that doesn't work then the userinit.exe file has to be replaced, so do
the following:
Boot up in safe mode with command prompt.
1. Type CD \Windows\System32 and hit enter
2. Type DEL userinit.exe and hit enter. (If you get a file doesn't exist
message, just ignore it and go to step 3.
3. Type CD \Windows\winsxs and hit enter
42. Type DIR x86_microsoft-windows-userinit* and hit enter.
You should get 2 (very long) results on the screen. Something like this:
x86_microsoft-windows-userinit_31bf3856ad364e35_6.0.6000.16386_(etc., etc.,
etc.,)
x86_microsoft-windows-userinit_31bf3856ad364e35_6.0.6001.18000_(etc., etc.,
etc.,)
The userinit.exe backup file is in the second folder that has the number
6001 in it. The folder with 6000 contains an older version of userinit.exe.
5. Here's the hard part, you have to type CD
x86_microsoft-windows-userinit_31bf3856ad364e35_6.0.6001.18000_(etc., etc.,
etc.,) and hit enter.
6. Type COPY userinit.exe C:\Windows\System32 and hit enter. (If prompted to
overwrite choose yes.)
7. Reboot and you should be able to log in again.
