So I'm trying to download the DirectX End-User Runtime Web Installer

Hit the "Continue" button on Step 2.

Download a file "Genuine(whatever).exe" program.

According to the instruction, after I download that exe program, it'll
give me a validation code that I can enter on the blank on Step 3.

And I wait. Nothing.

Then I click on that "Continue" button again. Again a download of that
"Genuine(whatever).exe" program.

Still no validation code.

So I go to desktop and check. Nada.

And I got my command prompt. Go to the C: root. Do a "attrib
genuine*.exe /b" command, hoping that I can locate the genuine*.exe
file somewhere that I can execute it myself and obtain the validation
code.

Then the attribute command comes up nothing. Yeah, I downloaded that
"Genuine(whatever).exe" TWICE, and attribute can't even find it !

So I wait. And still nothing.

How can I get the "validation code" ???

If I can't, then how am I going to enter the code on Step 3?

Microsoft doesn't trust their customers, fine with them. If they want
to come up with the validation thing, fine with them. But don't let
customers with GENUINE SOFTWARE getting stuck, like I'm now.

No validation code, no download.
