The answer is this:
Tools
Internet Options
Under the General tab, click on settings under the
Tabs menu.
UNCHECK "Enable Quick Tabs" (requires restarting Internet Explorer)

Verified and Guaranteed fix!

And, the correct answer is, click the X on the tab, not the X on the window.
