here's another question then reguarding this. What if one person that bought
vista ultimate (full) and wants to get like a new video card or
motherboard...heck a enw harddrive and needs to reinstall vista......will
they be able to?

Where is this "official" policy written/ I would like to see it.

I just built a new Intel desk top. The mother board has video. I was holding
off buying a new video card until Direct x 11 comes out. I want to make sure
I can install the new card and still be Ok with Vista.

One other question. With a clean install, will Vista format my new SATA hard
drive for the full 250GB? I never could get XP to format the "full" capacity
of the SATA drive. I am running Vista evaluation copy and it would only
format 127 GB instead of the 250GB.

Read the EULA

A clean install from what version. Full, you can, though Vista uses a quick
format, Upgrade, this is not available.

Ok, so let's say I purchase the Upgrade license for my XP machine. I upgrade
to vista and I love my life. Then I decide to get a new motherboard and
processor. I format my computer. Can I then reinstall vista from the
formatted harddrive? Or will I need a new license?

Then why change? If it ain't broke, don't fix it. :-)

This is where it gets tricky as I don't think the various legal docs are in
sync.
If it is an OEM version on your XP machine, you can't technically and maybe
physically install XP on your new machine (for OEM, new mobo = new computer)
to do the upgrade from, but the new Vista license is specifically
transferable as long as it is uninstalled from the old HD and it is full
retail and supercedes and restrictions from the XP license.
You should be able to avoid this by making an image of your Vista system
after you install it and before you do any significant changes (maybe you
want to change your settings, but I wouldn't change drivers). This should
allow what you want without the need for a new license
