Windows NT, Win2000, Windows XP and Vista do not contain DOS.
DOS is (was) a 16-bit real-mode operating system. Win95, 98, 98SE and
ME were launched from DOS, and loaded lots of 32-bit drivers and
controllers. The WinNT line never used DOS, but started directly in
32-bit mode.
The NT line of systems have a command line console, of course. That's
a 32-bit environment, and programs running there can do anything a GUI
program can do, including opening a window. They fully support NTFS,
which DOS never did. The 32-bit command console can also run 16-bit
programs (except that the 64-bit operating systems will not run 160bit
code).
