That is what 0x8007000b means. The 8007 part means it is a windows error
number. 000b is 11 (use calc to convert harder numbers).
It is unclear if this is an error on your machine or if it is reporting a
server error.
Searching MS knowledge base gives no hint. unless you have a VBA and .NET
cl;ash, which seems unlikely.
I'd say a file is corrupt.
This claims to know what it is but says it's a false error. Is update
working?

Try typing in a command prompt
SFC /scannow
Then when finished type
findstr /C:"[SR] Cannot repair member file" %windir%\logs\cbs\cbs.log
To check that everything worked (you should see no output at all if all is
well)
Posting in the Windows Update group is a good idea. So my reply will go
