Where in the registry is the key ?

I've got:
HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Plug-in\1.6.0_07
and
HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Plug-in\1.6.0_15

and I can edit them with no problems. Administrators have full control
on both sub keys.

Start regedit with admin privileges and try taking ownership of the key:
Right-click key > Permissions > Advanced > Owner tab.
The current owner will be listed. Where it says 'Change owner to'
select your name or Administrators, select 'Replace owner on sub containers and objects'
and Apply.
If it works you should be able to edit permissions now.
