The "Settings" button is to allow you to change settings for the
currently selected screensaver. Some screensavers (e.g. "Blank") have
no settings to change.

You can. From the drop down box next to the "Settings" button, choose
"Photos". Then use the "Settings" button to choose which photographs
you want to display.
