I had the same problem, using 98SE, I tinkered with the settings and
attempted micro's suggestions to no avail--I finally realised that my problem
was within IE itself--so I went thru Control Panel--add/remove--repair IE and
that fixed it. I did have to go back and reset my privacy/security settings
afterword. also re-check IE spyads, spybot S&D, and ad-aware too. Wasn't too
complicated, so you might try it.
If it doesn't allow repair--go to Windows--programs--IE and re-install.
