Hello Shemar,
What you see is expected, when a new Windows server 2008 DC is added to a
domain not all default groups are created until the PDCEmulator FSMO is moved
to the new OS DC. You should always move the FSMO roles to the newest OS DC.
In the microsoft.public.windows.server.active_directory newsgroup this posting
isn't listed anymore, so i assume this posting is far old where you are replying
to.
Best regards
