More than likely that seems to be the case. If the SP level is less, setup
recognizes it as a different version, so it can't be "updated," so to speak.
You can create an updated CD by using a tool such as UltraISO or MagicISO by
creating an ISO image of the CD, then open the ISO, copy the i386 to a
folder such as c:\UpdateMe\i386, and run SP2's update program with the
following switch:
update -s:c:\UpdateMe
It will look for an i386 folder under C:\UpdateMe and update it. It will
also create a new Support folder. Once done, copy both the i386 and the
Support folder back into the ISO image directly into the program (whichever
program you use), then save it and mark it SP2 Integrated so you will
remember what it is. Then burn it.
Now pop that new CD into the drive and it should work.
