What make/model 32" LCD? If a Samsung make sure you read the PC chapter in
the User's manual closely.
What interface are you using to the TV?

I have a 32'' Vizio VL320M that connects my Media Center to the TV directly
with an HDMI cable.

I will try to mess with the scaling options, but i couldn't find any such
setting in Windows 7 originally. Are you suggesting changing the screen
resolution to something smaller, then back again?
