WLM does not store its contacts in the Contacts folder that was used in Vista and Windows Mail.
The Contacts folder in Win7 is only present for backward compatibility e.g. during an upgrade(I.e. so they are not lost)..
The iPhone or an iPod Touch do not sync with Windows Live Mail. iTunes is not coded to find WLM's Contacts or Calendar.
