Jason,

The update in itself should not be causing these issues. It IS an
essential Critical Update for Outlook Express . Try downloading it
from here, save it to your HD, CLOSE IE, temporarily disable the
antivirus software installed, and then install it :

After the installation is completed and you have rebooted the
system, reenable the AV. MS states that a reboot is not always
required; I advise you to reboot anyway.

Security Update Information :
" In some cases, you do not have to restart your computer after you
apply this update. However, if the required files are in use, you
must restart your computer after you apply this update. If this
behavior occurs, a message is displayed that advises you to restart
your computer. "

IF you still find the update is causing the issues you described it
would behoove you to check the system for the presence of unwanted
"guests" :

And if MS04-018 is already installed?

Jason, are you attempting to install MS04-013 via Windows Update? To assure
a clean install, your anti-virus application should be disabled and all
other running processes closed before installing anything, including Windows
Updates.

Did MS04-018/Q837009 install properly? Look in iuhist.xml (a file on your
machine) for any errors related to the install and post any found into your
reply.

Also copy/paste the following line into an IE Addressbar, click on GO, then
copy/paste the results into your reply:

javascript:navigator.appMinorVersion

Please post the complete errors and the programs which crash. I think this
update is only the messenger which bears bad news; I do not think the update
*is* the bad news.

Why Windows Update has "seen" that you needed all Cumulative Updates for IE
(through/including MS04-025/KB867801, Jul-04) but hasn't "seen" you in need
of any Cumulative Updates for OE since MS03-014/KB330994, Apr-03) is
anybody's guess. The results you posted say that KB837009 is *not*
installed, perhaps because you didn't reboot (?) :

Let's have you manually download and install MS04-018/KB823353 (Jul-04) from
http://www.microsoft.com/downloads/d...displaylang=en
and see what happens. To assure a clean install, your anti-virus
application should be disabled and all other running processes (e.g., OE,
IE) closed before installing anything, including Windows Updates.

After installing, reboot and run that Javascript again: Confirm that Q823353
is listed in the results. If all is not well, please follow up on:
