If you truly want to do a "PC Restore" as oposed to a "System Restore" You
should be able to hit F11 at boot up (POST) to get to the restore partition.
If that doesn't work and yo have a Dell you can hit F12 to bring up a boot
menu that will have the PC Recovery as an option. If all else fails you can
boot from a CD that can do partition changes then set the recovery partition
active then restart the computer without the CD.
