Calendar event reminders are processed via
a. Email
b. Windows Live Messenger
c. SMS capable device

....and only if using a Live ID and reminders are configured in the web interface(Calendar, Options/More Options)

Yep, Winston reiterates it. No pop-up reminders.
a simple, but necessary feature that MS has taken away from their email
client.
and in the same shameless stroke, force people to use their (Microsoft's)
email.

So the question still remains.
How do I get Pop-up Reminders on my desktop?

There's always Outlook.
If you don't mind straying from MSFT,
Mozilla Thunderbird (email & news) has a great pop-up. And the Lightning
(calendar) add-on does as well.
However, Lightning doesn't work with the newly released TB 3.

You don't.
Msft hasn't made that feature available nor has the API been released for any third party to provide that option.

The options in the prior post(a,b,c) are all that is available and functional at this time for Windows Live Mail.


Alternative...choose a different email client with calendar and pop-up capability.
