I've cross posted this to both newsgroups(Windows Mail and Windows Live Mail).

Does this occur when attempting to send a message from a Hotmail type account(Hotmail.com, Live.com, Msn.com) using Pop3
configuration in Windows Mail ?
- fyi...pop3 is the only method to access a Hotmail account in Windows Mail

If using Pop3 for a Hotmail type account in Windows Mail , then is the same Hotmail type account accessible in the web interface
at http://mail.live.com ?
- Access that account in Internet Explorer(not Windows Mail) at the above url.

Are/Were you prompted during logon to enter a string of characters for verification purposes ?
- If prompted, enter those characters then access the account in the web interface. Once complete, retest accessing your
Hotmail type account in Windows Mail.

Please report all results in a subsequent post to this same thread.

Sorry, I'm actually asking this question for my cousin, who lives in another
state from me. I do know that she does not have a Hotmail account because I
tried to show her how to set one up and she told me she hasn't tried yet.
She's been using Windows Mail for a couple of months now and this problem
just popped up when she attempts to send an email from that account. I'm
fairly certain she has not installed Windows Live Mail either. As dumb as I
am about this stuff, I'm practically an expert compared to her and I know she
wouldn't attempt to install anything. She had someone come over and set up
her Windows Mail for her and things have been working fine until now.

Another issue ... How do you find a post you've made in this community? I
thought I knew but I made a post for myself in Either Windows Vista or
Windows Vista General about a driver update I received through Windows
Update. I haven't received an notification of answers and I can not find that
post.

Are you sure your cousin's friend who, "came over and set up her Windows
Mail for her" didn't actually set up Windows Live Mail?

What is her email address AFTER the @ symbol (not the first part of the
address)? Maybe we can just help you with the appropriate settings for each
tab in Tools - Accounts. She may have to remove the existing account and
recreate it from scratch.
