Dusko is referring to Quota that are set on a disk drive. This is by ownership.
If you use the Quotas in FSRM these are not owner dependent so you only solution
would be to store PST files in some other location (network share) and use the
filtering system to allow only PST file to be stored there. This will not stop
users from storing a file after renaming it to a PST and the renaming back after
storing it.
