Empty your Temporary Internet Files, then try again. Another issue might be
your ISP's web caches if they have them: nothing much you can do about them.

Disable ZoneAlarm while using Windows Update.

Tried your suggestions, no difference. Wasn't using Windows Update, per se,
but turned off Zonealarm anyway.
These should be simple file downloads just like any other download -- it's
not a Windows Update Install, just a download for future install.

Your ref to ISP "web caches." What is this? And if MY ISP is interfering,
why do my friend and my sister with different ISPs and different platforms
experience the same failures? I can't see that it has anything to do with
my ISP. More help, please.

I can validate this problem with no firewall (except NAT router), and and
empty TIF - it's not a proxy/caching problem either, as Ron and I have the
same problem updates, and use vastly different setups and ISP's

Which downloads/updates in particular consistently exhibit this problem?

[PS I have been engaged in a similar exercise in download and preservation
of Win98 and ME updates, but using a technique not involving Windows Update
Catalog. I have not had any problems so far, and I have an almost complete
set].

For ME - 290700 (kinda important one, that! <g>)
For 98 - "Windows 98 Games"
(just to give one example of each)

While the update appears to download (and can actually be found in the
TIF!), it's not properly copied to the destination path, and one has to
wonder whether the download is completed properly.

Last time this issue came up nobody gave any detailed examples.
In that case it was XP trying to download for Win98.

The OP claimed vaguely

I was involved in a subthread, with Michael Jennings
who apparently had even less luck with the service.

I tried downloading the first available item and was successful.

Are there some particular items which are failing to download
you could cite to let others test?

At least in the case of XP it would be possible to get some
detailed diagnostics for specific problem examples.

Otherwise look for clues in both %windir%\Windows Update.log
and iuhist.xml (since the catalog is run via WUv4.)

Michael's symptom apparently was

<extract>
0x800B0004 -2146762748 TRUST E SUBJECT NOT TRUSTED
The subject is not trusted for the specified action.
</extract>

That was my decoding of the decimal value so I suspect
he found that in iuhist.xml.

Tried the Win98 Games one and see the same outcome as you. The error
message in the log is:
Error 0x800B0004: The subject is not trusted for the specified action.
which looks like some sort of crypto problem.

Have checked the download in TIF and it is completely valid: the Digital
Signature checks out: so go ahead and use the TIF copies.

More news when I discover it - have to yield the PC to SWMBO.

If you want more affected d/ls, I can give them to you! _ I was doing a
similar excercise for ME recently, and hit the same problem.

Amongst the updates that have failed to download correctly for me, one thing
that is in common is that they have a Digital Signature whose root CA has
expired. Others that have succeeded for me have Digital Signatures with a
root CA which is still valid.

Have you got so far as compiling a complete list of all the failing updates?
Maybe they are all like this?
