If you're referring to things like stop/up folder/new
folder/cut/copy/paste/etc., then that option does not exist in Vista's
theme. If you'd like the file menu back, it's under Organize\Layout\Menu
bar. Other icons for the above functions will show as appropriate when the
given function is available for any given folder, the remainder under
Organize/
