This is a copy and paste from an email I got from Microsoft concerning this
error code.

The error code occurs due to a temporary network issue. Let's restart the
computer and try to access Windows Update again to see if we are still
receiving the error. Please use Internet Explorer (IE) to access the
following link directly:

http://update.microsoft.com

If we still receive the same error code, the issue may occur if one of the
following factors is true:

1. Security programs running in the background that interfere with the
installation of Windows Updates.
2. The permission settings in the System Files and registry are inappropriate.

Let's take the following steps to troubleshoot this issue.

Suggestion 1: Temporarily disable the security programs for troubleshooting
purposes only
================================================== =================
Let's first ensure that any Spy Sweeper or firewall programs you have
running are not interfering with Windows Update. Even though you may have had
a Spy Sweeper/ firewall accelerator running for some time without any
previous problems accessing Windows Update, new updates for these programs
can cr
eate unforeseen issues. For your convenience I have listed some of the more
common applications which may cause conflicts with Windows Update below.

Spy Sweeper
Sygate Personal Firewall
Norton Internet Security
Freedom Firewall
Zone Alarm Firewall

If so, to determine if the above applications are causing the issue, please
temporarily turn them off and see if you can now access the Microsoft Windows
Update website. Please ensure the program is re-enabled after we complete the
troubleshooting steps.

If this issue appears to be related to a firewall program, I also
recommended that you contact the firewall manufacturer to obtain the
information to configure the firewall options to allow the access to the
Windows Update site.

Suggestion 2: Reset permissions
========================
This step will reset the permission settings on this system, which may take
us some time. Your patience is highly appreciated.

Step 1: Download SubInACL (SubInACL.exe)
-----------------------------------------
1. Please download the subinacl.msi from the following link and save the
installation patch on the Desktop:

http://www.microsoft.com/downloads/d...inityDownloads

2. Please go to the Desktop and double click the downloaded file to install
it.
3. Please select C:\Windows\System32 as the destination folder during the
Iinstallation (Note: We assume C:\ is the system partition). Later we will
use this tool to reset the current permission settings on the machine.

Step 2:
-------
1. Click Start, Run, type: notepad C:\reset.cmd and press Enter. Choose Yes
when you are prompted.
2. Copy the following commands and then paste them into the opened Notepad
window:

@echo off

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=system=f

@Echo =========================
@Echo Finished.
@Echo =========================
@pause

3. After you paste the above commands, please close the Notepad window.
Choose Yes when you are prompted to save the file.
4. Click Start, Run, type: C:\reset.cmd and press Enter to run the commands
we have pasted.
5. You will see a DOS-like window processing the request.

(NOTE: It may take several minutes, please be patient. When it is finished,
you will be prompted with "Finished, press any key to continue".)

After completing the above steps, please refer to the Windows Update website
to install the update again.

However, if the issue still persists, please assist me in collecting the
following information for further research.

How to collect the WindowsUpdate.log file:
===============================
1. Click on Start, Run and type "WindowsUpdate.log" (With the quotation marks)
2. Click on the OK button. You will see a notepad named "WindowsUpdate.log"
3. Now click on the "File" menu and then click on the "Save As" and select
"Desktop" in the "Save in" option on the top of the window.
4. Click on the Save button. The file will be saved on your Desktop, send
the file to me as an attachment in your email to:
v-.

How to collect System Information:
===========================
1. Click "Start", go to "Run", type in "MSINFO32" (without quotation marks)
and press Enter to start System Information.
2. On the popup window, on the menu bar, click "File", and click "Save";
save it as an NFO file, such as "system.nfo" to your local Desktop.
3. Find the file, right-click on this file, click "Send To", and click
"Compressed (zipped) Folder".
4. Please send it as an attachment to v-.

Note: When attaching files to emails, the process will vary depending on the
email application being used. While you are composing the email, most
applications will provide you with either an "Attach" button or Paper Clip
Icon to click in order to attach a file. After clicking this button/icon you
must browse to the file you wish to attach and select it by either double
clicking it or clicking it once and then clicking on the "Attach" button.

Your feedback is very important to us. Please send me a reply on the results
for the suggestions above at your earliest convenience. If anything is
unclear, or if there are any questions about the steps, please do not
hesitate to let me know. I will be glad to help.

Hello,

We are also facing similar issues while installing the update MS06-070
in some of the worskstations. I mean the update fails with a return
code 61453 & the log file similar to the one in the chain. But in some
wks it got installed when we re-attempted. The patches are getting
installed only locally. I could not think the reason could be neither
due to n/w issue nor any access priveleges in the registry because the
re-attempt was successful to a larger extent;

I am so curious to find the reason behind this issue. Kindly clarify me
& let me know if am missing something.

Many Thanks,
Anny
