I just spent a week trying to resolve the same issue. In the end, I gave up
and just reformatted (which fixed the problem, of course). I'm not sure what
happened, but my best guess is that since my PC was powered off from April
to late September and missed about 80 important updates, I assume some of
those updates are integral in Windows Update functioning properly. But as I
said, I reformatted and I'm doing good. If you try to research the error
code online and troubleshoot you're just going to rack your brain with
frustration.
