It sounds like your wireless networking is bad. If that's built in the the
motherboard, you may need a new motherboard (which may mean you'll want to
buy a whole new laptop).
I know someone just recently who had the (wired) network port on their
desktop motherboard go bad. It was showing a network but wouldn't connect.
I gave them an old network card to use and it worked fine.
