Checking WLM 2011 ... on the ribbion bar is an icon labeled, "Send/Receiv".
It provides a drop-down menu for multiple accounts. I just tried it,
clicking on one account. It did send (Outbox emptied). This was not a 'sync'
operation, and I did not see any status windows indicating that any POP
fetch took place.

I have all my email accounts (all POP) set to not-be-included when syncing
or receiving.

If I just want to send, I click the big-sync-button & it sends-only (both
email & ng msgs.)

If I want to see the progress of the operation, whether sending only or also
fetching a particular email account I click the big-sync-button again.

So far it seems to be working.

I don't use WLM with my POP3 accounts; IMAP, or HTTPMail, only.

OP asked about POP. You mentioned POP. I said how I handled my POP WRT the
doing send-only or single-account-fetch since that *seemed* to be the
subject in question.

I don't know about IMAP or HTTPMail, POP works fine for me.

I mentioned single account sending, as contrasted with synching. I mentioned
that I did not see a POP3 fetch on a single account send. Was that the wrong
way to do it?

Single account sending does not appear to invoke synching, that I can see.
Is that the wrong way to do it?

Pop3:
If a message is not in the Outbox from the single account selected (under
Send/Receive - S/R) and S/R will check the account for new messages. If a
message from that single account is in the Outbox, both will occur (send
the message and check for new messages) for that single account.
- Selecting a single account overrides the 'Include this account' setting

DeltaSync (no h in sync):
- Same as above

Clicking the Send/Receive button will always send messages present in the
Outbox and poll the 'Included accounts' for both Pop3 and DeltaSync

I actually know that, but my spell checker does not. I also spend a fair
amount of time helping DSL users, where DSL modems "synch" to the DSLAM.
