What do you see when you analyze these files with CodecInstaller -
http://www.jockersoft.com/english/codecinstaller.php - and GSpot -
http://www.headbands.com/gspot ?

As you can see in CodecInstaller's output, the files are actually in the
KOZ format (so the .mpg extension is incorrect).

According to information on the web, this format is identical to AAC+,
which means that installing the Orban plug-in at
http://www.orban.com/plugin should allow WMP to play the files. If it
still doesn't work, try changing the extension of these files to .aac.

The Arcsoft filter doesn't seem to be available as a separate download,
so it must have been bundled with some other software you installed on
your home PC. It seems to be bundled with TotalMedia, HDHomeRun and
HD-PVR software.

If that doesn't help, you could also search for the arcspl.ax file on
your home PC and copy this file to C:\Windows\System32 on your laptop.
Then, on the laptop, go to Start - Run, type "regsvr32 arcspl.ax", and
press Enter.
